After killing Barry's mother, Thawne realized he is stranded in the past because he lost his power. So, He stole the identity of Harrison Wells so he could speed up the development of particle accelerator and transform Barry into a speedster before it was supposed to happen, and use his power to return to the future. Eobard Thawne used a device called "The Genetic Camouflage Device" from the future, to take the identity of Harrison Wells by copying his DNA.
